Lee was going to advance into Pennsylvania and make a threat to take either Philadelphia or New York City. The idea was to get into a fight with the Union Army and defeat them.

If Lee could win that fight.

1. He could take Philadelphia or New York and force Lincoln into negoiations which could end the war and leave the South independent.

or

2. He could force France or/and United Kingdom-Britain to

recognize the South as being an independent nation and

make the USA stop blockcading Southern Seaports.

This was why Lee marched into Pennsylvania and meet

General Meade at Gettysburg. Lee's lost and the surrender at Vicksburg, both by July 4th 1863 determined that the North was going to win. It was only a matter of time and a couple of Union generals Grant/Sherman until the end came.
